With the Tasman Sea coast on one side and the Tararua Ranges on the other, mountains, lakes, rivers, and beaches are all within just 20 minutes’ drive of each other, and our township hums with eclectic thrift stores, art galleries, local markets, a boutique movie theatre and no shortage of great coffee. Just an hour or so’s drive from Wellington but half the price, the living here is easy. Home to a host of hiking trails, nature reserves, the world-famous-in-NZ Levin Adventure Park and around 20,000 residents, this is a pretty special part of Aotearoa to call home.

Horowhenua is growing faster than predicted and this is expected to continue for the next 20 years. We anticipate we’ll need to double the number of houses built every year to accommodate new residents – to support this growth, our Compliance team is growing. We have space now for a delivery-focused RMA Monitoring and Compliance Officer to join and play a key role in helping our region go from good to great.

About the Role

Supporting the local community to nail their compliance with legislation and Council policies, you’ll take a hybrid approach between admin and education, monitoring resource consents and taking a customer-centric approach to complaints about non-compliance, seeking to understand full circumstances and guide through the process.

Between monitoring consent conditions and inspections, communication with landowners and consent holders, investigating and responding to complaints, participating in enforcement hearings, answering queries from the public and consulting with internal stakeholders, there’ll be a fair bit of admin to keep on top of. There’s scope to make a real mark here, with continuous process improvement as we strive to make our mahi as efficient as possible, and opportunities to get involved in other compliance work.

Part of a can-do team of 5, with around 14 in the wider Regulatory Compliance team, you will report to the Compliance Manager, Vai Miller, an empowering leader who started with Council 13 years ago and has worked her way through a variety of roles, getting to know the ins and outs of how things are done here (and becoming a pretty good case study for the career progression opportunities available). We’ve got a lot to achieve, we work hard but have fun too – we celebrate achievement as a team, collaborate to improve our ways of working, and share banter along the way.

About You

Deeply familiar with resource consent monitoring, the RMA and working within district plans, you’ve got plenty of experience navigating local government compliance requirements, standards, monitoring and regulations and thrive doing this work in places where it is really valued. Solution-focused, you can build rapport quickly with all sorts of people and understand the importance of relationships. Analytically minded, you’re comfortable working with technical information and able to communicate it with ease to people who might not have the same depth of understanding.

We’d love for you to be tertiary-qualified in Resource Management or Planning, but it’s not essential – experience in a compliance role is the main thing, along with a strong customer focus and appetite to do better.
